Who We Are
Established in 1983 as the Tourism Council of the South Pacific, the Pacific Tourism Organisation (SPTO) is the regional organisation mandated to support tourism marketing and development in the Pacific. From an early focus on collective marketing and promotion, we have evolved in response to the changing tourism landscape and the needs of our members. While marketing support continues to be a key component of our work, it is now complemented by major programmes driving the sustainability of tourism and establishing a robust evidence base for policy and planning. Our work to improve coordination and advocacy has also greatly increased. We now work more holistically to support and promote responsible and resilient approaches to sustainable tourism development and long-term prosperity.

Our membership started with nine founding members and now encompasses 20 Pacific Island countries and territories as well as 36 paid and 152 free private sector members.3 Our government members range from established destinations such as Cook Islands, Fiji, and French Polynesia with strong tourism economies to smaller island states seeking to grow tourism as a sustainable sector. Our private sector members include airlines, cruises, and inbound operators who work across multiple member countries, as well as smaller businesses seeking guidance, support, and visibility.
As a member of the Council of Regional Organisations of the Pacific (CROP), SPTO also works with other regional agencies to deliver a coordinated response to the 2050 Strategy for the Blue Pacific Continent that reflects our leaders’ aspirations and the Pacific’s development needs. We work closely with the Pacific Community (SPC) and the Secretariat of the Pacific Regional Environment Programme, as well as the Pacific Islands Forum Secretariat, the University of the South Pacific, and the Pacific Aviation Safety Office. In addition, we work and coordinate with development partners and specialist tourism entities whose objectives and values align with ours.
