Pacific Tourism Organisation and Vanuatu Tourism Organisation Release 2024 Visitor Data to Drive Tourism Growth
23 July 2025The Pacific Tourism Organisation (SPTO), through its Pacific Tourism Data Initiative (PTDI), has completed the Community Attitudes Survey (CAS) for Niue, delivering important insights into public sentiment around tourism development and its potential impact on the country.
The survey was conducted between December 2024 and February 2025, targeting residents aged 18 and over. A total of 115 responses were collected, with 104 included in the final analysis following data validation. The survey was made accessible via QR codes and online links displayed on posters at key locations across Niue, allowing community members to share their perspectives on tourism and its future in the country.
Niue is among 10 Pacific Island countries —the Cook Islands, Solomon Islands, Niue, PNG, Tonga, Vanuatu, Samoa, Kiribati, Timor Leste, and FSM-Yap under the Pacific Tourism Data Initiative funded by the New Zealand Government. PTDI continues to serve as an essential resource for tourism data across the Pacific through the bi-annual International Visitor Survey (IVS), an annual Business Confidence Index (BCI), and an annual Community Attitude Survey (CAS) report to strengthen regional tourism strategies.
The findings indicate that 51% of respondents support increased tourism in Niue, citing benefits such as economic growth, employment opportunities, improved infrastructure, and enhanced living standards. Meanwhile, 47% emphasized the importance of sustainable development, calling for careful planning and stronger collaboration between government and community stakeholders to manage growth responsibly.
A smaller group, 3% of respondents, expressed a preference for limiting tourism numbers until improvements in accommodation, environmental cleanliness, and community amenities are addressed. Additional feedback highlighted the need for greater government support in areas such as business leasing, tourism standards, licensing policies, and community training and awareness.
Micah Fuhiniu-Viviani, Director of the Niue Tourism Office, thanked the community for their participation and emphasized the importance of the findings.
“The feedback has been clear—our community is open to growing tourism, but with the understanding that it must benefit both our people and our environment. These insights provide a strong foundation for responsible and inclusive tourism development.”
SPTO Chief Executive Officer, Christopher Cocker, commended the Niue Tourism Office for its leadership in completing the CAS, noting its significance in guiding sustainable tourism strategies in the Pacific.
“Data is essential—it underpins good policy, effective planning, and long-term tourism development. The Community Attitudes Survey is a core component of the PTDI’s approach to aligning tourism growth with the values and aspirations of local communities. These findings will support informed decision-making for Niue and other member countries across the region.”
The Community Attitudes Survey is one of three key research tools led by PTDI—alongside the International Visitor Survey (IVS) and the Business Confidence Index (BCI)—to support evidence-based tourism planning across the Pacific.
